Cooling comes first
Describe the AC problem before choosing a repair or replacement
For a Stuart central-AC service request, start with the change in cooling: warm air, weak airflow, a missed thermostat setting or a system that does not start. Give the timing and affected rooms. A house that cooled normally last week needs a different symptom history from a room that has always been uncomfortable.
Read only safely accessible controls and record visible water or ice without touching equipment or opening panels. Do not add refrigerant, manipulate electrical connections or repeatedly reset abnormal operation. Confirm the provider handles the installed system, the exact property and the requested work. Ask about diagnostic fees and the actual arrival window.
AC repair preparation helps organize observations. The warm-air guide separates three common cooling complaints without treating a symptom as proof of a failed component. If the house is becoming unsafe for an occupant, make appropriate arrangements while seeking help rather than relying on unconfirmed scheduling.
Before you approve a quote
Stuart AC replacement: keep permit and credit checks distinct.
A low project price, an emergency scheduling request and utility participation do not answer the same approval question.
01 / Confirm the property authority
Use the Stuart, Martin County and Sewalls Point distinctions below. Request the relevant permit responsibility in writing. If an emergency replacement process is proposed, ask the office and installer about the actual application sequence and keep the records.
02 / Verify the equipment combination
For central-AC replacement, have the proposal list both indoor and outdoor models. Confirm the FPL account, current equipment terms and participating installer before relying on a credit. A state credential and utility participation are separate checks.
03 / Retain the cooling complaint in the scope
A diagnosed repair and a replacement should explain what each would change. If a room stays warm or damp-feeling, ask how airflow and the home will be assessed. Keep model details, approvals and operating information with the handover records.
Local rule check
Stuart’s new permit exemptions do not exempt HVAC work
The city’s July 2026 exemption guidance explicitly excludes mechanical work and lists AC/HVAC among projects that still need permitting. A project price below the general exemption threshold does not establish that an AC replacement is exempt.
The Building Division gives separate guidance for qualifying emergency replacements, including next-business-day application. That procedure is not a universal permission to avoid a permit or postpone the application indefinitely. Ask the office and contractor which current process applies to the project.
Stuart-labelled postal areas include properties outside city limits. For an applicable Martin County property, consult the county’s AC change-out resources. A 34996 property may involve Sewalls Point rather than Stuart city authority. Resolve the street address and parcel before work is planned.

The FPL AC credit has specific equipment and installer requirements
The current FPL AC page lists a $200 invoice credit for an eligible new residential system with indoor and outdoor units, a SEER2 rating of at least 15.2 and installation by an FPL-approved participating independent contractor. Recheck current terms and the account before purchase.
Ask whether the actual contractor participates, which equipment combination meets the program and how the credit appears on the invoice. Do not assume any licensed installer can deliver the program credit or that replacing a single component qualifies. The utility’s program listing is also not a workmanship guarantee.
Keep the full project price and conditional credit separate while eligibility is being established. The provider should be able to identify the models and applicable program documents in writing. If a different incentive is proposed, ask for that specific program instead of combining unrelated offers into an advertised savings total.
Matched-system decisions
Compare the installation as a complete project
For central-AC replacement, ask for the indoor/outdoor models, home-specific capacity assessment, controls, retained ducts and startup checks. If the original complaint is room comfort or moisture, ask how the proposed work addresses it. A larger outdoor unit alone does not establish a solution.
| Scope item | Stuart project question |
|---|---|
| Access and location | Can equipment be reached safely, and does placement require owner or association approval? |
| Existing connections | Which electrical, condensate and duct work is included or retained? |
| Permits | Is the address in Stuart, Sewalls Point or county jurisdiction, and who completes the process? |
| FPL documentation | Which models and participating installer support the claimed credit? |
| Handover | What startup, operating, inspection and warranty records will be supplied? |
Compare that complete proposal with a documented repair alternative. Consider the condition, repair history, comfort concern and planned ownership period. There is no verified Stuart-wide replacement price or universal equipment-age rule that should replace the home assessment.
Regional season and safe access
Use climate context without assuming every home has the same exposure
The NWS east-central Florida climate resources provide regional seasonal context. They support planning for substantial cooling use, but they do not establish the condition of an individual Stuart system or a measured neighborhood failure rate. Ask about the actual site rather than assuming identical coastal exposure at every property.
After a storm or power interruption, report the event and what changed. Stay clear of standing water, damaged electrical equipment and unsafe outdoor access. Ask a qualified provider whether operation or inspection is appropriate. Do not promise yourself a service window during a disruption until availability is confirmed.
For maintenance, clarify the tasks for your installed equipment and the price. System cleaning, duct cleaning and a diagnostic repair are different services. If a moisture complaint persists, describe the rooms and timing rather than ordering a larger system without assessment.
Credentials and authorization
Verify the contractor and who can approve changes
Use Florida DBPR’s license verification guidance to check the contractor and relevant scope. Match the name and credential to the estimate. Local permit responsibility, state credential status and FPL participation are separate checks.
If you rent or share exterior building areas, confirm the owner’s or association’s approval before committing to replacement or moving equipment. Discuss access with the provider and keep any required approval with the project records. Do not infer how a property is governed from the ZIP alone.
Installed heating equipment
A winter heating request should name the actual system
If the home has a furnace, identify its fuel and use furnace repair guidance for a no-heat request. If it uses another type of heat, tell the provider. This cooling-led resource does not assume furnaces are installed in every Stuart home or turn an AC visit into a heating replacement recommendation. If replacement is proposed for the installed furnace, compare fuel, venting and retained components using the furnace replacement scope.
Postal geography
Stuart areas addressed here
34994 · 34996 · 34997
34996 includes Sewalls Point associations and 34997 extends beyond Stuart city. Municipal rules and household figures cannot be extended automatically to the full postal area. Confirm the exact address, equipment capability, fees and timing with the provider; these ZIP references are not appointment or citywide coverage guarantees.
Stuart questions
Keep permits and credits distinct
Can a cheaper AC project use the new general permit exemption?
The city guidance excludes mechanical/HVAC work. Ask the Building Division about the actual scope rather than applying the general threshold to an AC replacement.
Does an emergency replacement avoid a permit?
The city describes a specific emergency procedure with an application timing requirement. Confirm applicability; emergency work is not a blanket exemption.
Can any contractor provide the FPL credit?
The current program requires an approved participating independent contractor and eligible equipment. Verify the account, installer and models before purchase.
Is every 34996 property governed by Stuart city?
No. Resolve the property’s actual jurisdiction, including Sewalls Point and other postal-area differences.
