Lancaster’s Historic Architectural Review Board information describes review of exterior alterations within the local historic district. That geography does not make every Lancaster-labelled property historic or place every interior repair under the same review.
If an HVAC proposal moves outdoor equipment, changes exterior venting or involves other visible work, ask the city whether the address and scope require historic review. Raise the question before location is finalized or equipment is purchased. The answer depends on the actual property and work, not a broad description of Lancaster homes.
Keep the property owner and contractor involved in the approval sequence. Ask which drawings or scope details the office needs and who submits them. An old UGI installation window is not approval for a new October project
The displayed UGI residential equipment application has a purchase/installation period ending September 30, 2026. That document alone does not establish eligibility for an installation after its window. A submission deadline and an installation deadline are different dates.
Check UGI’s current natural-gas program information or contact the administrator about a renewal and the actual account. Do not interpret an expired form as proof that the program is permanently closed, or deduct its old amount from a new installation quote.
PPL Electric’s current program page lists central-AC resources, but eligibility follows the relevant electric account, models and current application terms. UGI gas service does not make the customer eligible for every electric offer. Keep gas, electric and any separate assistance programs distinct.

Replacement and retrofit
Define the furnace work and retained components before comparing price
A furnace installation proposal should identify the fuel, selected model and capacity assessment, venting, electrical work, controls, retained distribution and startup checks. If cooling shares the air handler or distribution, ask how compatibility will be addressed.
For an equipment-location or connection change, request the reason, approval sequence and included tasks. Existing access and connections can change the work, but there is no basis for assuming every Lancaster property has the same retrofit limitation. The home-specific assessment should distinguish observed conditions from allowances that remain uncertain.

For a city property, the Bureau of Building Code Administration provides mechanical, electrical and plumbing permit resources. Lancaster postal areas extend beyond the municipality; confirm the parcel and correct city or township office.
